- Yes, you may, and it's the response I sort of expected. Obviously, the language I used was copied from Wikipedia. My opinion for the moment is, this image is not copyrighted, and I will make an effort in the next couple of days to confirm this.
- Here's a messier case, however: Image:Elvis_30hits.jpg. On Wikipedia, it has a tag that says, "It is believed that the use of low-resolution images of such covers * solely to illustrate the audio recording in question, * on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law." Well, maybe. If you asked my opinion, I would say that it's copyrighted, and I would remove this image from the Elvis article. (It's not especially pertinent to the story of Elvis' life anyway.)
