Rod Morris is the Administrator of Captive Insurance with the Arizona Department of Insurance. Prior to his present position, he was a Senior Vice President of the CNA Insurance Companies and as the head of the United States government’s Political Risk Insurance program with the Overseas Private Investment Corporation (OPIC).

As OPIC’s Vice President of Political Risk Insurance, Mr. Morris managed a $13 billion portfolio and was noted for having established innovative insurance programs including risk-sharing protocols with the private market and multi-lateral insurers. He also led the creation of innovative capital market insurance products involving currency devaluation and the “non-honoring of sovereign guarantees.” In the wake of the September 2001 terrorist events, Mr. Morris helped guide Bush Administration policy development regarding sabotage, terrorism and war insurance including the Terrorism Risk Insurance Act (TRIA).

Mr. Morris also led the US delegation to the Berne Union (the London-based export credit and foreign investment insurance association) and helped formulate the Berne Union’s policy on the controversial Basel II accords.

During over three decades in the private insurance industry he rose to Senior Vice President of CNA Insurance and ran worldwide operations of CNA’s Risk Management and International Divisions. He built-out CNA’s foreign facilities and developed a complementary partnership network for both inward and outward bound business. Earlier in his career he received acclaim for his management of various CNA regional branch offices that achieved record-setting productivity and profitability.

Mr. Morris is a member of the United Nation’s Expert Group on Public/Private Risk Sharing, has published articles on Political Risk and Captive Insurance and has represented the US Government in bilateral, multilateral and international forums around the globe.
