Nevertheless, it was ten seats short of a parliamentary majority; it had held a narrow coalition in the January election. It may have failed because it was not endorsed by Ayatollah [[Ali Sistani]], the most powerful Shi'a cleric in Iraq. Its earlier governance was also criticized as inefficient.
