HIPAA's emphasis is less on insurance and more on protecting the security (confidentiality) and privacy of health-case data by establishing and enforcing standards for the many organizations that handle data of that type[3].

HIPAA's major impact is its Title II, which provides detailed regulations, including penalties, for safeguarding Protected Health Information (PHI)[4].
