Emergency provisions, June 2014

Amend 25.4.3 to read as follows:

3.If, through resignations, simultaneous expiration of 90 day inactivity or lack of candidates in an election, Citizendium Council membership falls below a quorum, the Managing Editor shall become a voting member on a temporary basis. If there is still no quorum, the Council shall be suspended and its powers vested in the Managing Editor on a temporary basis. The Citizendium Council so constituted, or the Managing Editor in the latter case, shall give priority to the task of establishing an elections committee for the purpose of holding an election to fill the vacancies, but shall in the interim continue to exercise the full powers of the normal Council.
