Greece and Rome
I'm not sure the characterizations of Greece and Rome as being oligarchies is appropriate. Perhaps we just need some clarifying information added. Sparta had a dual monarchy and no oligarchy at any point as far as I'm aware. Athens and Rome both had oligarchies at particular points, and relatively small sections of society (but all "citizens") ran the cities at most other points, but I don't know if this truly qualifies as an oligarchy.
