Each Council shall
1. have a quorum corresponding to the simple majority of its members;
2. develop written guidelines to define and explain methods of communicating with that particular Council;
3. consider any issue properly brought in front of it by any of its members or by a number of Citizens that meets its quorum; and
4. be empowered to appoint delegates to perform specific tasks for a specific period of time (not more than two years) provide that the responsibility for the actions of a delegate shall always remain with the appointing Council.
5. In the Editorial Council, a number of members corresponding to the quorum shall be Editors while the rest of the members shall be Citizens who are not Editors.
