As far as I know, "The" was not part of the name, any more than it was of the "Local Defence Volunteers".
It might be worthwhile to cross-reference to the ground observer corps of the Battle of Britain, who actually had a critical role -- after the Germans crossed the coast, observers were the primary way the air defense tracked their flights.
