I also contacted the author of the Commons version (Bill C), who did not wish to disclose his full name, to ask if  it were okay for me to partially base my version on his version. This is a copy of our email exchange on 11-11-2008:

Thanks for your response. I don't really understand why you feel uncomfortable about releasing your name, but I respect your decision to not do so.
As an alternative, if I revised your drawing with some small changes that I would like to include (for example, adding a Flue Gas Desulfurization unit after the precipitator), would you have any objection to my uploading it into Citizendium as my drawing? The drawing would still be  about 85 % identical to your drawing.
Your drawing is quite similar to the online drawing of the UK's "Didcot A" unit on the "RWE npower" company website and I have emailed them for permission to use their drawing ... but got no response.
So, revising your drawing is the only alternative left to me. Please let me know if it would be agreeable to you if I did that.
