That is most certainly a very good question! Most of those decisions are in the process of being made now on the forums [1]. You can get there by clicking on the Discussion forums link on the left sidebar. As far as uploading images from Commons, I think the most important thing is that they are licensed properly.. In other words, check to make sure that the author at the Commons properly identified where they got it and try and find out if it is public domain. Other than that, my knowledge is limited and I would rather you check the forums so that I don't mislead you.
