"NewSpace does not have a formal, or specific definition." -- Sure it does, you just gave it!  :-)  That's a lot clearer than many other concepts.
I removed "meme" because I absolutely ''hate'' the word, which suggests all sorts of very controversial ideas about how ideas are propagated.
"NewSpace is a cultural idea."  Not necessary to state.  Any name for a movement can be said to describe "a cultural idea."
The article said, "To be considered NewSpace an effort should have at least two of following characteristics"--well, who decided that?  Was it standardized somewhere somehow?  I doubt it.  Any such specific definition enshrines some specific person's specific ideas about what the term means as something ''we all'' will mean.
I wonder whether "NewSpace" itself is essentially a sort of industry marketing term, however.  I wonder if the bulk of the information about private spaceflight should live at something less apt to hype--such as [[private spaceflight]].
