Regarding the Election Committee for the upcoming election, June 2015
Inasmuch as no member of the Council has responded to my call on appointing an Election Committee, I will render a Managing Editor decision and appoint John Stephenson as Committee Chair. I ask John to choose a second member to assist him if he wishes. Anthony.Sebastian (talk) 02:08, 17 May 2015 (UTC)
Editor authority
is supposed to be a fundamental principle here. Control, however, is vested in the Council, which by decision of a referendum at the last elections no longer has to include a majority of Editors, or indeed any at all. I'm not going to try to reverse that decision now it's been taken, but I'd like to propose a referendum to restore Editor control in some other way. The maximal one would be to transfer all content decisions to the ME. The minimal one would be to give the ME a veto if the Council makes a decision without an Editor voting in favour. There are various possibilities in between, such as simply giving the ME a veto on all content decisions.
Any thoughts? Peter Jackson (talk) 08:47, 26 May 2015 (UTC)
- Possible problem could be what counts as a content issue. We had this before, with the two separate Councils, when they couldn't necessarily agree on which one was responsible for something. We could simply give the ME a vote, meaning that there would always be at least 25% Editor representation under the current structure. The ME already has the powers of the old Ombudsman role as well, which includes some authority over content. John Stephenson (talk) 14:39, 26 May 2015 (UTC)
That would be a step in the right direction. However, the ME's existing powers are to make interim decisions, which could be overridden by a Council with a minority of, or no, Editors.
Your suggestion might be useful in other ways. It might be necessary to tweak the wording, but the ME's casting vote could be used to pass anything supported by another Council member, even if the other two are unresponsive. Peter Jackson (talk) 16:54, 28 May 2015 (UTC)
What will appear on the ballot, election June 2015
Regarding Referenda:
Referenda/1 Approval of articles: will not appear on the ballot as it is not properly a referendum. Rather it asks the Council to remedy the non-working article approvals proposals process. As Council I assure the proposer that the Council will seek to do that. (See also Referenda/3 New article approvals process.)
Referenda/2 Real names for applicants: will appear on the ballot, requiring a 2/3 majority ‘yes’ vote to pass, as it modifies the Charter.
Referenda/3 New article approvals process, June 2015: will appear on the ballot, requiring a simple majority ‘yes’ vote to pass, as it does not modify the Charter.
Referenda/4 Additional responsibilities for the Managing Editor: will appear on the ballot, requiring a simple majority ‘yes’ vote to pass, as it does not modify the Charter.
Referenda/5 Temporary appointments to the Council: will appear on the ballot, requiring a 2/3 majority ‘yes’ vote to pass, as it modifies the Charter.
Regarding Nominations for Vacancy in the Council:
Russell D. Jones was nominated for the Council vacancy and was the only candidate who accepted the nomination. His name will be included on the ballot for a Yes/No approval by a simple majority.
Notes
The Managing Editor/Council Chair prepared the above after careful evaluation of the Referenda and Nomination, in consultation with the Chair of the election committee. Anthony.Sebastian (talk) 01:07, 10 June 2015 (UTC)
