My Oxford Dictionary gives the form without the 'h' too, but Wikipedia spells it with an 'h' in its articles on both Caliph & Caliphate, so it's probably just an alternative transcription. Of course I only noticed the final ‘h’ – I blame the pesky italics… I googled around a bit, and it would seem that 'khilafah' is indeed the –ate version, as you suggested. As for which page to use, I think it’s better to use the addressee’s talk page, as it announces ‘you have new messages’.
