Ferguson, Missouri is a suburb of St. Louis, Missouri. The municipality received world-wide scrutiny after a white policeman's killing of a black youth was seen as an unjust abuse of power, yet he never faced charges.[1][2][3] The United States Department of Justice published a highly critical report of racism within the City's Police Department and City administration.
The DOJ was forced to sue the city, in February 2016.[4] The city and the DOJ had spent months negotiating the terms of an agreement for how the city would reform its Police, only to have the city refuse to sign the agreement without significant additions to the agreement.
