I just brought over the bulk of this article from coastalwiki.org ([http://www.coastalwiki.org/wiki/Clean_Water_Act Clean Water Act]), a wiki using real names run by the [[Flanders Marine Institute]].  Its content seems to be written almost entirely by professionals or scientists working in the various aspects of monitoring the health of coastal waters.  I think it's much better than the CWA article on Wikipedia.  It will need some work to adapt it for this wiki, including possibly getting the figures, etc.  There were no copyright restrictions visible on the wiki, but I did not get anyone's permission either, so I'm putting this notice here.
