Imperial Japanese Army officer and government officiall; extensively studied German military methods; worked for Aritomo Yamagata in implementing change; Division commander during First Sino-Japanese War; second governor-general of Taiwan; chief of the Tokyo Defense Force, he became war minister in the third Ito cabinet, first Okuma, second Yamagata and fourth Ito cabinets.; Later, he served as prime minister alternately with Kinmochi Saionji Served as Lord Keeper of the Privy Seal as a genro (elder statesman), he became prime minister again but resigned because of the movement to protect constitutional government.
