I'm off for a few hours. I would appreciate it muchly if anyone would (1) finish and polish this (just don't make it ''very'' much longer...it's advertised as being brief!), and (2) link to it from {{tl|awelcome}}, {{tl|ewelcome}}, and (this will have to be a constable) the e-mails we send to new authors and editors.
