Hi Eddie, yes I can move pages, but I only get to move them when there is a technical problem with the naming. When there is a 'content' issue like the one you explain, it becomes an editor issue. They also are able to move pages. So the process is basically that you bring up a discussion on the talk page or bring it to any of the workgroup editor's talk pages and ask them to take a look.
