Hi, Harold, and nice to see you around.  The way to go about adding workgroups is to place requests with rationales at [[CZ:New_Workgroup_Requests]].  There are soon going to be lots more workgroups created, all at once, through process of the community and Editorial Council, and I sure hope your suggestion can be part of that.  I went ahead and added it to the request page, but you might want to add a rationale, since you apparently know this area more than myself.
