Notice to all Citizens

The Management Council has called a Special Election. Nominations for vacant seats and proposals for referenda shall open at midnight UTC on July 13th, 2013 and close at midnight UTC on July 27th, 2013.

Eligibility to nominate candidates, propose referenda and vote in the election

You are eligible to vote in this election if you maintain an unblocked account on this main wiki, as long as it is in your own real name and was created at least 30 days before the election commences (i.e. on or before June 30th, 2013; see the elections procedure). You may nominate candidates and propose referenda if you maintain an unblocked account on this main wiki in your own real name.

Management Council election

Any Citizen in good standing is eligible to fill a Management Council seat. The elected officers will complete terms of office which began on July 1st, 2013, as specified by the Management Council.

All three Management Council seats are open for election. Two seats have terms ending on June 30th, 2015 and one seat has a term ending on June 30th, 2014. The successful candidate with the fewest votes shall take the seat with the shorter term; in the event of a tie, whatever governing body is in place shall determine who takes this seat. In the event that a single 'Citizendium Council' is created by referendum, all terms shall expire on June 30th, 2014.

Editorial Council election

Any Citizen in good standing is eligible to fill an Editorial Council Author seat. Only Editors may fill an Editorial Council Editor seat. The elected officers will complete the terms of office of the members who vacate their particular seat as specified by the Management Council.

Ombudsman election

Any Citizen in good standing is eligible to fill the Ombudsman seat. The Combined Councils shall nominate a candidate to go forward to a community approval vote.

Referenda

Citizens may propose referenda for voting in the election. According to the Charter, referenda are proposed in one of two ways:

1. Any Citizen may petition either the Management Council or Editorial Council that contested rules or guidelines be submitted to a referendum. Either Council must have jurisdiction over the contested matter. Either Council may, by simple majority vote, submit the referendum to a vote of the citizenry at the next regular election.
2. A referendum may be initiated by a group of Citizens corresponding in size to 20 percent of the number of voters in the previous election. The Management Council must include a valid citizen-initiated referendum in the next regular election. Failure to do so will automatically pass the referendum which shall then become official policy and enforceable. This charter may not be amended by a failure of the Management Council to submit a referendum to a vote.

As the last election had no candidates and no voters, only one supporter is required for each referendum proposal. The Managing Editor may reject proposals.

Timetable

The timetable for the elections is as follows:

  • Begin accepting nominations and referenda at midnight UTC on July 13th, 2013;
  • Close the period for new nominations and for candidates to accept their nominations and draft their statements at midnight UTC on July 27th, 2013;
  • Close the period for Citizen-initiated referenda to be proposed and supported at midnight UTC on July 27th, 2013;
  • Have the ballot prepared by midnight UTC on July 29th, 2013;
  • Begin accepting ballots from eligible voters from 00:01 UTC on July 30th, 2013;
  • Stop accepting ballots at midnight UTC on August 5th, 2013;
  • Release the results by midnight UTC on August 7th, 2013.
